Introduction As defined in its first article of the Spanish Constitution (1978), Spain is a social and democratic State, ruled by law, and whose sovereignty emanates from the Spanish people. The political form of Spain is that of a Parliamentary Monarchy. The King of Spain is Juan Carlos I. The Spanish people are represented by Las Cortes Generales, formed by El Congreso de los Diputados (The Congress of Deputies) and El Senado (The Senate). The deputies or diputados are elected by universal, free, equal, direct and secret suffrage. The Congreso must have between a minimum of 300 and a maximum of 400 diputados.
